Abstract

This article refers to the immigration policies of the United States and Mexico, and some of the consequences of these policies for the Mexican and Central-American emigrants, when they respond to the agriculture-industry-services job demands in the United States. The current paradox in North America reflects the efforts to eliminate the obstacles for free circulation of merchandises and capital, along with efforts to build new obstacles for the free circulation of workers. The increase in the methods of control and surveillance over the southern United States border and the Mexican border with Central America reflects the increase of risks and costs for migration and, at the same time, it reflects the triumph and failure of immigration policy of both countries to stop undocumented worker flows.
