Abstract

Water management is an essential process that conditions the existence of the cities and their development. The lack of institutional capacities to respond to social demands is a factor that could trial the governance of a system, particularly regarding the water access for human, industrial or agricultural consumption. This work identifies the intergovernmental conflicts and social movements risen from water access, appropriation and management, in the context of the Lerma-Chapala Watershed from 1996 to 2002. The results indicate the main points of tension on water resources, and show the most important social demands. It offers the possibility of issuing recommendations on strategic actions oriented toward a more efficient resource management, having in mind that the coordination and cooperation among all actors is essential to achieve collective goals.
