Methodology: a quantitative approach and the non-experimental and cross-sectional design are used. Results: significant relationships between variables were evidenced and barriers to use information and communication technologies were detected. Value: the research provides an empirical analysis of the regional context and shows the contrast with other studies about the barriers to financing these technologies and their levels of training. Limitations: the sample was limited to commerce and services enterprises. Conclusions: based on the evidence the suggestions is to raise the training level and to expand the infrastructure for increasing the use of information and communication technologies to close the digital divide.
