Resumen

Este artículo ofrece un marco teórico conceptual aplicado a la frontera México-Estados Unidos, para abordar la planificación transfronteriza desde la óptica de los regímenes identificados, que están enfocados al manejo de recursos compartidos, a la oferta de bienes públicos y al manejo de riesgos. El argumento central gira en torno a la habilidad de ambos países para desarrollar una capacidad institucional de planificación transfronteriza. Se analiza la evolución de sus prácticas, actores y la agenda, que da como resultado la formación de regímenes de planificación transfronteriza que operan de manera simultánea.
